ICP (Internet Content Provider) is issued at the province-level by the Chinese Ministry of Industry and Information Technology (MIIT), with business requirements varying from province to province.

Can I apply for an ICP as an overseas company?

No, it is a prerequisite to have a China-registered business license and an entity in China in order to apply for an ICP. You’re also required to have a named contact with a Chinese ID card.

Can I apply for an ICP as an international company?

There are a number of requirements specific to international companies:

Wholly foreign-owned businesses must acquire a Chinese business license

Joint venture businesses are required to have at least 50% of the company must be owned by Chinese entities or nationals
